Bring 'em on?

Almost a year ago:
"Anybody who wants to harm American troops will be found and brought to justice," Bush said. "There are some that feel like if they attack us that we may decide to leave prematurely. They don't understand what they are talking about if that is the case. Let me finish. There are some who feel like the conditions are such that they can attack us there. My answer is, bring 'em on."

Then today,
In a surprise move Monday, apparently aimed at catching off guard insurgents who may have tried to sabotage the step toward self-rule, the American-led coalition handed over sovereignty to an interim Iraqi government.

Don't get me wrong: I hope everything works out for the best, but you gotta be consistent. Bush is all about "staying on message," unless it conflicts with his version of reality.
